in the Colony of the full staff may simply remain in abeyance
during the absence of one or more of the officers engaged upon such works, unless those who are deputed to carry on the duties of
the absentees exert themselves in a special manner and work much
in excess of the ordinary official hours. This is the category
under which the cases of Messrs. Carpenter and Xavier fall.

In these circumstances it appears to me possible
that, as all the facts were not before you when you arrived at your
decision, a fuller statement of the case may enable you to take a
more favourable view of my recommendation.

The facts with regard to Ir. Carpenter are
that, upon the departure of Mr. Tooker, the Director of Public Works instructed him on the 30th. April to take over a portion of Mr. Gale's work as well as to retain all his own work. From that time forward up to the present day lir. Carpenter has been required to perform extra duties additional to those which properly belong- -ed to his post as Assistant Engineer: and the following is a list of the works which have been under his control during this period:-
